Why did President Trump specifically call out Governor Gavin of CA for his inaction in the LA riots?
Because citing "inaction" is one of the triggers for Presidential authority to assume control of a state's national guard, over the objections of it's Governor.

A lot of people are claiming Trump has already invoked the Insurrection Act, but has he really?
